ABOUT US



China Shipowners Mutual Assurance Association (also known as China P&I Club, CPI or the Association), founded in Beijing on 1 January 1984 under the approval of the State Council of the People’s Republic of China, is a non-profit mutual marine insurance organization. The Association safeguards the prestige and interests of its members under the laws and regulations of China, as well as the applicable international laws and practices. The Association is registered as a social organization at the Ministry of Civil Affairs in accordance with regulations of the State Council, and under the supervision and operational guidance of the Ministry of Transport of China.


China P&I Club provides its members with a package insurance solution, which includes one-stop claims handling service and a variety of insurance products such as P&I, Hull & Machinery, FD&D, Charterers Liability Covers and War Risks. Over the past 35 years, the Association has become an internationalised P&I Club with 188 members and over 64 million GT P&I Entered Tonnage. Members include China COSCO Shipping Corporation Limited, China Merchants Group, HOSCO Group, Shandong Shipping, Fujian Guohang Ocean Shipping, Ocean Longevity, Seaspan, Nanjing Ocean Shipping, Cheng Xin Ship Management, Greathorse, Hongyuan Marine, Jiangsu Huaxi Ship Management, Shanghai Junzheng Logistics, HTM Shipping, IMC Group, Chinese-Polish Joint Stock Shipping, OOCL, PIL, Winning International Group. China P&I Club is the largest P&I insurer in China and ranks 10th among its global peers in terms of total entered tonnage (GT). The Association’s marine hull business has also achieved significant growth after 21 years, owing to a successful one-stop service concept and reputation built throughout the years, the Association has now become one of the leading underwriters in China’s marine hull market.


In order to contribute to the Belt and Road Initiative and support the development of the Shanghai International Finance and Shipping Centre, the Association completed its functional transfer to Shanghai and set up its management company – China P&I Management Co., Ltd. in 2017. China P&I Club now has a comprehensive operation configuration with its headquarter and top management based in Shanghai, regional services companies stationed in Beijing and Dalian and exclusive claims services companies set up in Hong Kong and London (China P&I Services (Hong Kong) Ltd. and CPI Services (UK) Ltd.). Meanwhile, the Association has set up a global network of over 430 correspondents with long term co-operations deployed in 358 ports in 143 countries and regions. This highly efficient network ensures that members can receive immediate professional assistance in case of emergency, such as appointment of surveyors, evidential investigation, claims handling, loss prevention and legal advice. Over the years, China P&I Club has recruited and fostered qualified professionals, and has built a managing and service team with extraordinary expertise.


While focused on providing quality services to existing members, the Association has also been actively expanding overseas. The proportion of international tonnages has witnessed steady increase in recent years. Guided by the strategy of “professionalism, market-orientation and internationalisation”, the Association integrates international practices which is evident in the Association’s professional, efficient, high-quality and reliable service to members worldwide.

The earliest P&I Club could be traced back to the Mutual Hull Insurance Association formed in 1719 by British shipowners. After 300 years, P&I Clubs have now become an integral part of the global shipping industry. In 1984, China Shipowners Mutual Assurance Association (China P&I Club, CPI or the Association) was founded under the approval of the State Council of China, laying the cornerstone of China’s P&I industry and marked the founding of China’s very own P&I Club. Despite a late start, the mutual insurance industry in China developed rapidly. In terms of total entered tonnages, China P&I Club’s has grown from only 470,000 GT to over 62 million GT. Over the past 35 years, as the only P&I Club in China and developing countries, China P&I Club has not only achieved a similar entered tonnage with that of the IG Clubs, but also preceded all P&I Clubs in the world in terms of total net free reserves and free reserve per GT.

As the largest insurer of P&I risks in China and an extremely specialized association, China P&I Club adheres to the concept of "talent brings development" and has fostered a highly qualified team with professional skills over the years. China P&I Club now provides traditional P&I covers, Marine Hull, War Risks, Charterer’s Liability covers and FD&D covers to both Chinese and international shipping communities, and has become an important force that supports China’s shift from a big shipping country to a powerhouse in the international shipping industry. Looking back on the past, we are full of pride. Looking forward to the future, we are filled with great expectations. The new Board of Directors will carry on the Association’s strategy of "internationalisation, market-orientation and professionalism" and make China P&I Club a world-class club that provides high-quality marine insurance services to shipping communities around the world.

Song Chunfeng

Dr. Song Chunfeng, Managing Director, born in December 1969, holds an LLB from Liaoning University, LLM in International Economic Law from Shanghai Maritime University, Doctor of Law in Civil Law from Peking University and Legal Profession Qualification (PRC Law). Dr. Song was Manager of the Commercial and Insurance Department of China COSCO (Group), subsequently the CEO of COSCO SHIPPING (Hong Kong) Insurance Brokers and COSCO Shenzhen Insurance Brokers. He was also a member of the Documentary Committee of BIMCO, the Ship Insurance and Liability Committee of Asian Shipowners’ Association, and the Supervisory Board of Haitong Securities. Dr. Song now serves as Managing Director of China Shipowners Mutual Assurance Association and China P&I Management, Vice President of China Shipowners’ Association, Chairman of the Insurance and Law Committee of China Shipowners’ Association, Member of the Shipping Economics Review Committee of Asian Shipowners’ Association, Board Director of Steamship Mutual, Board Director of China Minsheng Bank, Member and Arbitrator of China Maritime Arbitration Commission, Arbitrator of South China Branch of China International Economic and Trade Arbitration Commission, Vice Chairman of Maritime Regulations Studies Committee of China Institute of Navigation, and Director of China Maritime Law Association. He is also a Visiting Professor at Shanghai Maritime University and Visiting Researcher of the Maritime Law Research Centre at Peking University.

Liu Yutong

Mr. Liu Yutong, Deputy Managing Director, graduated from Tianjin University, majored in Humanities and Social Sciences and joined China Ocean Shipping (Group) Company in July 1994. Mr. Liu had been an employee of COSCO Tianjin, Deputy Section Manager, Section Manager and Deputy Department Manager of Cosco Bulk Carrier Co., Ltd., Operation Manager, Deputy General Manager and Managing Director of Five Star Shipping Agency Pty. Ltd. He has served as Deputy Managing Director of China Shipowners Mutual Assurance Association since June 2012 and is presently in charge of the Association’s claims handling, marine hull, loss prevention, etc. With over 20 years of experience in the shipping industry, Mr. Liu has extensive general and operational management experiences in headquarters of large shipping companies, the overseas shipping industry, shipping agencies and dealing with various maritime affairs.
Mr. Liu obtained a Bachelor of Law degree from Tianjin University and a Master’s degree of International Law from China University of Political Science and Law. He also has qualifications for Executive Financial Planner (EFP) and Chinese Financial Planner (ChFP). Mr. Liu is a member of the Insurance and Law Committee of China Shipowners Association, as well as a member of the Classification Committee of China Classification Society.

Gong Xiqian

Mr. Gong Xiqian, Deputy Managing Director, Senior Economist. Mr. Gong joined China Shipowners Mutual Assurance Association in 1993 and worked as cashier in the Accounting Department, and later on as Manager of the General Management Department and the Head of the Underwriting Department. From 2000 to 2006, Mr. Gong worked as Deputy Managing Director of China P&I Services (Hong Kong) Ltd. He rejoined the Association as Deputy Director of the Managers in 2006, and in 2012 he was appointed Deputy Managing Director. Prior to joining the Association, Mr. Gong worked at China Ocean Shipping Co. Head Office from 1989 to 1993 where he worked in the Claims & Insurance Department. Mr. Gong graduated from the Foreign Language Department of Shanghai Maritime University (SMU) in 1989 with a Bachelor’s degree in Shipping English. He holds a Master’s degree in Finance (Insurance) from the Central University of Finance and Economics (CUFE). He studied the MBA program in Peking University Guanghua School of Management for a year and also has a 6-month practice-learning experience in London at the Steamship Mutual.
Mr. Gong is an ALL-ROUND professional in P&I insurance who has extensive experience in underwriting, claims handling, accounting, HR and general management. He is a Standing Director of Shanghai International Shipping Institute, the Master Tutor in insurance appointed by the Insurance School of CUFE and the Master Tutor in Maritime Law appointed by SMU, Expert of Chinese Ship-source Oil Pollution Compensation Fund, Arbitrator of China Maritime Arbitration Commission, a member of the Insurance and Law Committee of China Shipowners Association and a committee member of Assuranceforeningen SKULD (Gjensidig) .

Mr. Li Zhenjiang graduated from Dalian Maritime University (previously Dalian Marine College) in 1985, majored in Marine Engineering. He has 10 years sea-going experience and obtained his Chief Engineer qualification when he got disembarked in the end of 1994. He joined China P&I Club in the early 1995 and he was assigned with the responsibility of technical services but also handling all types of P&I and H&M claims as part of his correspondent jobs. He is now responsible for the operation of CPI’s Mutual Hull business but is also responsible for the technical service and correspondent service job.

Mr. Zhou Yousheng (Peter Y. S. Zhou) graduated from Dalian Maritime University in 1994, majoring in maritime law. Capt. Ge Mu had worked on board for more than 18 years in the fleet of COSCO Tianjin since 1975 including 10 years shipmaster experience. After moving up to the office management job on shore, he worked successively for the marine incident section and the marine technology section in the maritime superintendent department of the company, and then he was designated as the person in charge of the shipping department. He pursued academic studies in Qingdao Ocean Shipping Mariners College and training courses in Guang Hua School of Management, Peking University. He was then sent to the UK for further study. After he came back from abroad, he initiated and prepared for the joint venture shipping company “Yuan Hua Marine” invested by COSCO and SHENHUA, which employed him as its first general manager. In the year 2001, he was appointed as COSCO representative working in Australia for almost 10 years as the general manager of COSCO Oceania Chartering and the general manager of COSCO Oceania Marine Service successively. After the appointment of COSCO ended, he was employed respectively as the fleet master and the deputy general manager in charge of the shipping department, the law department and the ship management department by two domestic shipping companies one of which focused on bulk carriers and the other one focused on heavy lift vessels. With a career in shipping industry for over 40 years, Mr. Ge Mu has rich experience in ship operation and ship management.

Ms. Xue Xuemei, a graduate from the Shanghai Maritime University in 1987, joined China P&I Club in the same year and was responsible for CPI’s correspondent network. Cruise Jiang Joined China P&I Club in August 2019. He is as a P&I and FDD underwriter, supporting the Club’s members in China, with a particular focus on North and East China. Prior to this Cruise gained a wide knowledge and experience of marine insurance management. He started his career by joining the largest shipping company of China, where he spent nearly 15 years focusing on marine insurance.
