3. Supply of ship materials shall not be arranged at this port to prevent cross infection. Ships that have to take provisions must report to berth plan in advance. Materials must be hoisted to the ship by the lift with the crew’s assistance and manually carrying the supply on board is strictly forbidden. All procedures shall be done along the ship.

4. During the berthing period of all ships, it is strictly forbidden for the crew to disembark freely. Registration of temperature measurement must be made where embarkation/disembarkation cannot be avoided.

Crew members that have to disembark for essential functions need to fill in an embarkation/disembarkation certificate for owner’s approval. With the stamped certificate, the crew member will be allowed to disembark after registering with the port official at the entrance and the same is required for him to get back onboard.

All domestic trade (marine spur) shipping companies and their agents should be made aware that the list of port of call must be declared in the Shipping Arrival Declaration, otherwise no berthing plan will be arranged. Ships coming from Wuhan or other areas in Hubei must report to the Group’s Production and Dispatching Command Center as soon as possible and the berthing plan will be arranged only after evaluation. Deliberately hiding the truth or unthruthful report are strictly prohibited.

Domestic trade (marine spur) shipping companies and their agents are required to report to the operating dock company the crew’s situation, including the number of crew, health status and whether they are from Wuhan or other regions of Hubei (if necessary, indicate their boarding time and social activities before boarding). They should be made aware of the port prevention and control measures and cooperate when personal protection and temperature test is required.

4. Assign officials on duty with specific responsibilities. It shall be clarified that the ship instructor is the first person responsible for ship control. Monitoring is required on the side of the ship. Crew members and visitors are allowed to embark/disembark only with strict registration, proper PPE and body temperature. The official shall monitor all activities of service providers on board.

5. Facilitate ship-shore communication and cooperation. Shipping companies and their agents are required to deliver the message to incoming ships that they should cooperate with the port and higher authorities on the prevention and control. All ships shall closely monitor the crew’s health and notify the terminal immediately once any fever-like symptoms are found on board.

6. Suspend port services and related facilities. Services or facilities for external personnel, such as pick-up/drop-off services within the port area, shall be suspended. Where such services cannot be suspended, disinfection shall be strengthened.

1. To make every effort to ensure the transportation of emergency materials for prevention and control of epidemics, each department shall formulate an emergency protection plan. Upon notification of transhipment, the port shall open up a green channel for the materials to get through and optimize loading/unloading processes with a capable team. As for ships carrying epidemic prevention materials and daily necessities, we shall arrange berthing, loading and unloading operations, and organize collection and transportation as soon as possible.

2. All departments shall make sure that both epidemic prevention & control and production & operation are in order. First of all, all relevant departments must make preparations for the second half of the Spring Rush in advance, strengthen communication with shipping companies such as Bohai Ferry, COSCO Shipping and Passenger Transport to make a good prediction of the market situation of passengers and vehicles, and formulate relevant plans in advance to prevent epidemics and ensure protection. Secondly, the ro-ro logistics company shall suspend the commercial vehicle transportation business from the epidemic area, and the vehicles and drivers in other areas to collect and dispatch ports should effectively conduct epidemic prevention and control. Thirdly, production operations during and after the Spring Festival shall be done according to the operation of the ship and the collection and distribution of ports. It is necessary to make adjustments to labor, machinery and drivers in advance, arrange staff shifts reasonably, clarify the focus of production safety management, and strengthen the implementation of special safety control measures. Fourthly, strengthen education and training on epidemic prevention and control. It is necessary to spread epidemic prevention and control knowledge to site workers and ensure they are equipped with epidemic prevention and control protective equipment. Daily ventilation and disinfection of passenger-intensive stations, waiting halls, customer service centers, waiting rooms and other densely populated places and key parts shall be carried out daily, which can effectively avoid cross-infection.
