CPI Dalian Branch Hosts 2019 Seminar


6 December in the afternoon, the 2019 CPI Dalian Branch Seminar was held in Dalian City, Liaoning Province. Shenzhen Zhongyuan Longpeng Liquefied Gas Transportation Co., Ltd. General Manager Mr. Yuan Cheng, Dalian V-Sky Ship Management Co., Ltd. General Manager Mr. Yan Jinbo, Dalian Taijia Shipping Co., Ltd. General Manager Mr. Chen Yu, Dalian Hengsheng Marine Co., Ltd. General Manager Mr. Wang Cheng, as well as regional representatives and potential member representatives attended the seminar. Dalian Maritime University Law School Professor of Maritime Law Guan Zhengyi, Dalian Maritime Court Vice President Judge Sun Guang and CPI Loss Prevention Department Captain Wang Yong were invited to give special lectures.

CPI Dalian Branch General Manager Mr. Felix Guo expressed his sincere gratitude for the trust and support of members over the years, and hoped that risk awareness and prevention, as well as accidents response ability would be improved by utilizing different means of communications. In the ensuing three lectures, Professor Guan Zhengyi illustrated typical legal cases in China to analyse the marine insurance legal regime, particularly maritime infringement offences and penalties regulations, limitation of liabilities for maritime claims, as well as ship crew deaths and injuries at sea. Judge Sun Guang addressed carriage of goods by sea contracts, in particular notice of debt rights transfer past statute of limitations, parties responsible for container detention charge in the event that consignee refuses to take delivery of containers at destination port, and consignor entitlement to claims sustained from damage of cargos after cargo returns. Captain Wang Yong elaborated on the topic of shipboard safety, and used examples such as pollution cases, ship collision and ship grounding accidents (for example groudings on coral reefs) that were handled by CPI in the past to provide practical loss prevention advices to members. Furthermore, he suggested that members closely monitor the recent Alize v Allianz case to take necessary precautions to ensure ship crew makes correct passage planning, which will protect the safety of the voyage, and ultimately the interest of members.

Attendees discussed pressing topics in the industry with the speakers, and unanimously agreed that the seminar was very practical and inspirational. Furthermore, attendees expressed their hopes that CPI would continue to listen to the different needs of members and host more seminars in the future. As the window of CPI in Northeast China, the Dalian Branch will continue to provide members with exceptional claims and loss prevention services, assist members in ship operations and management, and constantly strive to improve in all aspects.
