CPI Organises 2019 Annual Session of the CSA Insurance and Law Committee

10 September 2019, the 2019 Annual Session of the Insurance and Law Committee of China Shipowners’ Association convened in Hangzhou City, Zhejiang Province. The meeting was sponsored by China Shipowners’ Association (“CSA”), organized by China Shipowners Mutual Assurance Association (“CPI”) and assisted by Shanghai P&I Services Ltd. CSA Executive Vice President Mr. Zhang Shouguo, Honorary Chairman of the CSA Insurance and Law Committee and Chairman of Shanghai International Shipping Institute Professor Yu Shicheng, Vice Chairman of the CSA Insurance and Law Committee and General Counsel of China Merchants Energy Shipping Co., Ltd. Mr. Zhang Baoliang, CSA Vice President, Chairman of the CSA Insurance and Law Committee and CPI Managing Director Dr. Song Chunfeng attended the session. Members of the CSA Insurance and Law Committee as well as distinguished guests were also in attendance. The session was hosted by Vice Chairman Mr. Zhang Baoliang.

In his speech, CSA Executive Vice President Mr. Zhang Shouguo expressed his appreciation for the trust and support from everyone for the Insurance and Law Committee, and pointed out that the Committee should follow the evolving needs of shipowners, with a mission to combine resources from the shipping, insurance and legal community to develop collectively and connectively. The Committee has made continued efforts and innovations towards deepening pressing topic research, finding solutions to ship-related issues and many other areas of concern. Mr. Zhang suggested that the Committee could emphasize work on important issues, combine industry resources, monitor development trends in their next step, and ultimately foster talent to push for upgrade and innovation in the sector.

Honorary Chair of the CSA Insurance and Law Committee and Chairman of Shanghai International Shipping Institute Professor Yu Shicheng made a special speech on the topic “New Policy of the Chinese and International Shipping Industry – An Analysis of Shanghai Pilot Free Trade Zone”, in which he combined the overall needs of our country’s Pilot FTZ strategic plan and the Lingang New Area of the Pilot FTZ construction to give a deep analysis under the background of the new development and policies of our country’s shipping industry. Professor Yu ended his speech with his anticipation for the Chinese shipping industry to take up the challenges ahead and increase global influence in order to better support the development of the Chinese shipping industry.

Subsequently, CSA Insurance and Law Committee Secretary, CPI Compliance and Legal Director, General Manager of CPI Strategy and Development Department Mr. Jia Peng delivered the Annual Insurance and Law Committee Work Report. Director and Partner of Hai Tong & Partners Mr. Greg Yang and Senior Vice President of Lockton Companies (China) Insurance Brokers Mr. Danny Jiang gave special talks respectively on the topics “Carriage of Undeclared Dangerous Cargo on Containers and its Legal Implications” and “New Changes to Hull and War Risk Insurance Market”.

The session was concluded by Committee Chairman Dr. Song Chunfeng, in which he expressed his appreciation for the support from all member companies and personnel. Dr. Song said that the Committee will continue to utilize its unique resources, research new topics, summarize past experiences, find solutions to new problems, and ultimately provide assistance to the development of China’s marine insurance and maritime law.

The CSA Insurance and Law Committee, established in December of 2018, is a subsidiary division of CSA comprised of CSA members, professionals and experts in fields of marine insurance, maritime trade, shipping and maritime law and appointed on a voluntary basis. The Secretariat of the Committee is located on the premises of CSA and its mission is to conduct research on CSA member-related or ship-related insurance and legal matters based on applicable laws, regulations and policies, as well as to connect government agencies and businesses to push for a continuous development of China’s marine insurance and maritime law, as well as actively assist in the “Belt and Road Initiative”.
